MEMPHIS, Tenn. — A state board will vote Thursday on decertifying two now-former Memphis Police officers.
Deedrick Collier was accused of faking a crash and receiving benefits from an on-the-job injury; Mikhail Payne was accused of masturbating in a local bar as patrons witnessed the act.
Records from the Peace Officer Standards and Training Commission show Collier responded to a crash involving a driver who struck a fire hydrant on Oct. 31, 2023. The driver fled the scene.
When a shift officer arrived at the scene, Collier told him the fleeing driver hit him as she sped away. He was taken to a hospital, then received injury and sick benefits and was off-duty for 30 days.
The board said that, after reviewing the officer’s body-worn camera, “it was discovered that the vehicle never made contact with any part of Officer Collier’s body, nor did he strike that part of the vehicle.”
Collier was accused of violating policies regarding truthfulness and feigning an illness or injury. Records show he was hired by MPD in 2018 and left the force May 8, 2024, resigning in lieu of termination.
Payne, a Probationary Officer, was accused of violating MPD policy regarding personal conduct, lewd/obscene conduct and alcoholic beverages.
On May 30, 2024, MPD says Payne was drinking at a local bar when he was videotaped by another bar patron with his hand down his pants masturbating for 16 seconds.
Several other people were nearby as the “lewd, obscene, offensive, and degrading act took place,” records state.
Payne, who was hired in June 2023, resigned in lieu of termination prior to his hearing on Sept. 24, 2024, records show.
WREG has reached out to Memphis Police and the district attorney’s office for comment on the cases.
The district attorney’s office said that Payne’s case has not been turned over to their office.
