The fight over ownership of the Raleigh Springs Mall comes down to eminent domain.

Earlier this week, a judge sided with one of the part-owners of the shopping center, who is refusing to sell his section to the city.

The city says it’s a technicality, a legal goof, and that they are refiling the paperwork.
