MEMPHIS, Tenn. — Paul Young will be the new director of the Division of Housing and Community Development, capping off the search to replace previous director Robert Lipscomb, who resigned earlier this year in light of allegations that he sexually abused minors.

Currently, Debbie Singleton is serving as interim director of HCD. When Young assumes the position Jan. 1, she will return to her role as deputy director.

Young works for Shelby County Mayor Mark Luttrell as the director of legislative affairs, advocating for Shelby County on the local, state and federal levels. He has also carried out initiatives in economic development, education and public safety.

He has previously worked for the Memphis and Shelby County Office of Sustainability, the Shelby County Office of Legislative Affairs, Community Capital and the Memphis and Shelby County Division of Planning and Development.

“An ongoing effort to revitalize our communities is critical to positive change in Memphis,” Memphis mayor-elect Jim Strickland said. “Paul brings a wealth of knowledge and experience to the team that will prove invaluable in supporting the very communities we serve. Fighting blight, rebuilding neighborhoods and supporting small businesses are just a few of the important items on which he and the HCD team will focus.”
