Should humiliation ever be used as a means for punishment?

This maybe something parents are wondering after a story last week, a mother learned her teenager was bullying and so she went and got some very old-fashioned clothes because that was what the bullying involved.

The daughter making fun of a friend, and the mother made her wear the clothes to school.

So we called in Family Counselor Kathy Harrison to see if this is ever a good idea to use humiliation as a form for punishment?
