MEMPHIS, Tenn. — Memphis may soon spend more than $21 million to roll out the welcome mat to visitors, but is it money well spent?

That’s the question city council members will have to decide as they consider Mayor Jim Strickland’s plan to revamp the Memphis Convention Center and Pinch District.
