(Memphis) – You can see the mountains of trash from the side of Dillard Road in Raleigh.

“It’s gotten worse. The piles have literally gotten bigger to the point its out of control.”

One neighbor, who didn’t want to be identified, said it’s a problem that has spanned decades and it’s getting worse.

“Not only is he dumping things on his yard, but he’s been dumping down the street here as well,” she said.

The eyesore sits behind Larry Brunson’s home. We caught up with him Friday afternoon to ask him how the trash got there.

“I don’t know,” he said. “No idea.”

In a letter to News Channel 3, neighbors told us he started letting dump trucks and pick-up trucks dump for a fee in the 80s. Now that the site is too full to let trucks in, the trash is migrating down the street.

He also has several animals from dogs to horses that get out and defecate on neighbors yards.

The City of Memphis told us there is an open case with state the Tennessee Department of Environmental Conservation about the property.

“My aunt has called the state so many times, and that`s still there,” one neighbor said.

Neighbors hope this time their investigation will bring change.

In the past court documents show Larry Brunson has been cited several times. Since 1999 he has been charged with illegal dumping. In all but one case he pleaded no contest and was not fined. In 2003, he pleaded guilty to failure to remove personal property and received a $50.00 fine.

We asked the city why he was fined so many times, but the dump site is still there. In a statement the city wrote, “We know that it can be frustrating for citizens to observe illegal dumping, to see City workers cleanup some of these sites over and over again, and to watch some of the same violators taken to court and seemingly receive just a tap on the wrist. The City has asked the Tennessee Legislature for more authority and stiffer penalties for some violations.”
