State investigating 4 West Memphis police officers over sexual misconduct allegations

MEMPHIS, Tenn. — Four West Memphis law enforcement officers are being investigated by the state on allegations of sexual misconduct and intimidation.

Major Stacy Allen, Captains Mose Walker and Ivora Hall, and Officer Treasure Gaither are on administrative leave as an investigation into sexual misconduct and intimidation is underway.


At the West Memphis Police Department, no one was available to comment about the investigation Wednesday.

In 2021, WREG talked to several women who claimed they suffered harassment, discrimination and retaliation at the hands of Allen, with complaints against him dating back to at least 2017.

After these latest allegations, WREG reached back out to those women. One woman said she is not surprised by the news.

“It’s extremely disheartening to hear even more is going on,” the woman said. She said that this latest case is similar to the one she and others made years ago.

“Almost like an abuse of authority, he was extremely verbally abusive. He was putting his hands on other officers and dispatchers, and I witnessed that as far as him actually putting his hands on someone in and in an aggressive manner; he threatened to break one wrist because she refused to make him coffee,” the woman said.

West Memphis Mayor Marco McClendon told WREG the city did not push this investigation and that it is coming from the state. Allen had allegations come to the mayor before.

“We had several investigators to come in and look at the information. We followed to a ‘T’ all of the suggestions she gave us to try and handle this,” said Mayor McClendon. “Now for it to come back up in this same investigation again, that does raise a red flag. Something we are gonna have to pay closer attention to to make sure we didn’t make a mistake on this call.”

One woman said that there were recommendations that were given with grounds for termination, and he did not follow that in any way.

McClendon said that he plans to get with his chief to find out more.

“Stacy Allen needs to be terminated, and he needs to have his accreditations taken away where he is no longer able to go to any police department and be in law enforcement,” said the woman. “He has abused his oath as a law enforcement officer. He’s been in trouble.”
