MEMPHIS, Tenn. — Mayor Jim Strickland disclosed this week that millions of dollars will be needed to replace radio systems, make improvements to FedExForum and repair buses at MATA, not to mention millions for police dashboard and body cameras.
The question is, where will the money come from to pay for it all?
