An event in Binghampton this weekend could increase the rolls at voting booths this November.  It’s at First Baptist Church on Broad Street tomorrow. Felons can apply to have their record expunged and their voting rights restored.   Now, not every felon can apply.  Offenders can only have one conviction.   And only those convicted of certain non-violent crimes are eligible.   Five years must have past since the sentence was completed.  And a $450 fee must be paid.
