MEMPHIS, Tenn. — Much to the dismay of supporters and delight of critics, the push to allow communities to de-annex from Memphis will have to wait at least another year.
State lawmakers killed the measure this week.
Now the Memphis City Council is heading up an effort to have a plan before lawmakers get together again.
